    The COVID-19 pandemic has created great uncertainty and emotional disruption. What is worse, it has transformed the way we communicate. Face-to-face interaction is being challenged due to the coronavirus. How organizations tackling the crisis can create clarity and build resilience. In this regard, Guro city planned to hold the Guro-gu Together Day online to entertain and provide relief to the citizens, in addition to create a new culture in the post-COVID-19 era.

+ BACKGROUND, CHALLENGES AND OBJECTIVES

Guro city is one of the most multicultural cities in Korea. And the Guro-gu Together Day is the event bringing harmony and unity between local and multicultural residents. It was originally planned to be held on a large scale in association with the Ministry of Justice.

However, the festival has been put on hold due to the spread of COVID-19. It was necessary to come up with alternatives with a new approach and to push ahead the event as planned.  

After careful consultation with related organizations and some experts, online festival was planned for more people to participate irrespective of time and place.

Although integrating online and offline contents was not as simple as it may sound, renewed efforts were made to create a new form of festivals.

 

+ ACTIONS AND IMPLEMENTATION

A. Overview of the Festival

B.  Implementation Measures
The basic format of the festival is to use both online and offline contents, which is playing pre-production videos and broadcasting live on the stage.

 a) Pre-production of Videos  
     ☞ The festival videos were made beforehand in partnership with local and foreign residents, relevant organizations
          and broadcasting production. The contents are as follows;
     - Mini Talk Concert about Intercultural City Guro-gu
     - Video Contest : The participants submitted videos they ceated based on the topics; 
       · Ideas for pause and social distancing
       · COVID-19 related activities
       · Video message to families and neighborhood
       · Sand Art : message of hope
  b) Live broadcast
      ☞ The festival was broadcast live to communicate with the viewers and to apply their thoughts and opinions.
      - Opening ceremony and performance
      - Proclamation Ceremony of Intercultural City Guro-gu
      - Award Ceremony
  c) Promotional campaign
      ☞ Posters and materials were produced in many languages to promote the festival.


C. Challenges and Improvements 
 
 a) There was a shortage of time to promote the festival due to the change of plan
      ☞ Posted an advertisement inside buses to maximize effectiveness of advertising
  b) There was sound quality issues and a lack of captions
      ☞ Uploaded the videos on YouTube after adding captions for better understanding and improving the quality of   
          sound and image
  c) The participation of young people in their 20s and 30s was relatively low.
      ☞ Plan to develop a variety of programs for young people

+ OUTCOMES AND IMPACTS

The online Guro-gu Together Day was a new and inventive event for local and foreign residents. It has increased accessibility to the festival.

Especially, the participants felt a great sense of accomplishment as they planned and took part in the programs.
It has opened a new chapter for online festivals and set the stage for communication and harmony.

+ REPLICABILITY AND SCALABILITY

The project proposed a new way to enjoy cultural festivals against COVID-19 without face contact.
It can be adopted by any cities willing to organize events for their citizens and make resilient and vibrant cities.

So far 210 households have enjoyed free methane gas from landfill, and this has impact on the Liquefied Petroleum Gas (LPG) usage reduction for daily cooking and this could reduce their family economic burden and help them improve their family income thru cooking gas-based productive home industry.
