Urban Poverty Management in Kuala Lumpur
Kuala Lumpur City Hall as the local authority plays a role related to planning and management of social aspects in Kuala Lumpur city. One of the social issues that could draw attention is urban poverty. Several initiatives have been implemented in to combat and help urban poverty especially in terms of public housing.

Public housing is provided for the low-income group which was originally resettlement. KLCH emphasized on the family needs and comfort starting from a house size of 400sqft (studio / 2 rooms) which was later improved to 700sqft (3 bedrooms)-SDG1. Until today there are about 63 Public Housing areas in Kuala Lumpur that provides about 61,618 house units. The rental rate starts from RM55.00 up to RM350.00 depending on the size of the house. Chances to own a house can be seen with the introduction of rent purchase concept with 19,750 units has been bought by the tenants that meet the requirements. In fact, Micro Housing and Youth Complex (Kompleks Belia/Beliawanis) are provided for the youth that work in Kuala Lumpur area to lessen the burden with expensive rental rate-SDG3. Several initiatives have been implemented such as My5 Programme that comprises of MyJob, MyMedic, MySchool Bus, MyGrocer and MyFood-SDG1, SDG 2 & SDG3. Next, the Free Trade Region (Program Wilayah Bebas Berniaga) initiative where traders are allowed to temporarily trade along sidewalks or any location that suit with the business concept for take away and able to vacate the business site once business finished-SDG1 & SDG2. House Rental Exemption for Public Housing with 50% discount for a certain period of time also helps the urban poor group. City Kitchen Programme (Dapur Bandaraya) that provide financial assistance is given to selected mosque that can mobilize cooking activities and distribution of food packs to the urban poor-SDG2. Vaccination Program via mobile is also been implemented in Public Housing from 7th June 2022 to 21st August 2022 in order to facilitate urban poor to get access to public health. Other initiative such as Homeless Rescue Programme (Program Menyelamatkan Gelandangan) whereby KLCH act as the coordinator who join in hand with other government agency-SDG3.

BackgroundBased on statistic given by Implementation Coordination Unit (ICU, JPM), until October 2021, a total of 7,999 people have been categorized as impoverished or in extreme poverty in Kuala Lumpur.ChallengesThe number of houses that can be provided to accommodate urban poor is limited. Aside to that, challenges faced in changing the mindset and attitude of the Public Housing residents towards responsibility to pay their rent and vandalism.ObjectiveKLCH always looks for ways to implement any appropriate initiatives to further ensure that urban poverty can be eradicated and Kuala Lumpur will remain to be a safe and sustainable city for all to live in.
Several parties that are involved in implementation of poverty eradication in Public Housing other than KLCH are government agencies and NGOs.Improvements with awareness programmes in Public Housing play a role for local community to form good humanity along with increasing the economic status of the urban poor.Suitable strategies can be seen to prolong the activities that can give positive impact for long-term benefits.One of the initiatives that have been organized is Homeless Rescue Programme. KLCH together with Social Security Organization (SOCSO) have collaborate in order to organize programme for Career Placement for the homeless in Kuala Lumpur.Department of Labour Penisular Malaysia also have take part together with KLCH to help the homeless to seek for jobs with company such Body Gloves.Anjung Kelana Transformation Centre is established with the purpose to trained and upbringing the socio-economic of the homeless. Programmes provided focus to find the potential among homeless to be trained as entrepreneurs or focus on agriculture.KASGE plays the important role in organizing and performing exercises for all participants. Potential participants among the homeless will be trained in 3 months course on agriculture before they can start to work on a farm or with any interested employer.
As the result from urban poverty management with the relocation of squatters, total squatter areas are decreased (Setinggan Sifar).Settlement development that is properly organized gives a good image to Kuala Lumpur and benefit to all groups.In addition, the socio-economic status of the population will increase with the reduction of urban poor who received aid and paved way to improve the living standards.
All the initiatives do bring positive impacts and good feedback from Kuala Lumpur communities as well as agencies involved.In the future, activities and programmes that have been done can be modified in order to cater larger prospects.
KLCH do allocate budget for Kuala Lumpur community and the homeless. With these allocations, all programmes and activities can be done with success. There are also helps for the NGOs and external bodies which together with KLCH to help the needs.For internal sources, KLCH provides human resources support as we also have KLCH Volunteers among officers and staff.
